Persist editable startup flags

Store runtime-editable startup flags in the system database and restore them during boot, while keeping explicit command-line flags authoritative for that run. This also adds validation and tests for flag merging, and refreshes the SystemAO runtime page to reflect the new persistent behavior with clearer controls and updated localized strings.
